Is there a way PAYPAL can hold payment until item is received

Is there a way PAYPAL can hold payment until the item is received I would like to know if PAYPAL can act as a third party and hold the funds until I receive e the merchandise. I know there is the PAY AFTER DELIVERY option, but this is only given to PayPal merchants.
